【摘要】:ThisTechnicalSpecificationspecifiesguidelinesforco-operationandtheprocedurestobefollowedbetweentheLEAandATSVRSystemOperatingCenters(SOC)inresponsetoalarmsignalsbyATSVRsystems.Forpurposesofoptimummutualcommunication,thisTechnicalSpecificationalsoincludessuggestionsandaformatfortheelectronicexchangeofinformation.ATSVRareelectronicsystemsthatenableacommunicationcentreorotherauthorisedfacility,suchastheLEA,tomonitorthelocationandtheftstatusofavehicle.Otherinformationmayalsobeavailableincludingthespeedanddirectionofthevehicle.Thesesystemsmaybeautomaticallyactivatedbyasignalfromananti-theftsecuritydeviceoruponreceiptofasignalfromanauthorisedSOCfollowingconfirmationoftheft.Systemsmaybeshortrangeorlongrangeandmayusedifferenttechnologytoachieveresults.Systemsmayidentifythevehiclefromon-boarddataorviareferencetodataheldexternallytothevehicle.Nevertheless,thestandardsofdataandspeedofcommunicationshouldbecompliantwithrequirementsinthissetofstandards.Systemreliabilityandgood,consistentproceduresareextremelyimportant.SystemoperatorsandusersmustremainawarethatthelevelandtimingofanyresponseultimatelyremainstheresponsibilityoftheLEAwherethevehicleiscurrentlylocatedbyanATSVRsystem.ItisimplicitthatthereshouldbeauniformwayofdealinginternationallywiththesesystemswhenastolenvehicleisinacountryotherthanwheretheoriginatingSOCislocated.
